'conda install pytorch' kept throwed me torch.conda.is_avaiilable() as false. I accidentally saw when uninstalling torch that torch-cuda was never installed. Only torch-cpu was installed. Not sure, but this was an installation bug and reinstalled with conda install pytorch-gpu. This command installs both torch-cuda and torch-cpu. Problem solved.
